CLARIFICATION REGARDING ELIGIBILITY OF SPECIAL ALLOWANCE 2021 TO THE EMPLOYEES FROM BS-01 TO BS-19

Government of the Punjab, Finance Department examined and issued clarified under Serial No.A(1)(h) titled "Finance Department" Second Schedule under Rule 3(3) of the Punjab Government Rules of Business, 2011, that Special Allowanco-2021 @ 25% is not admissible to those Civil Servants of Government of the Punjab in BS-1 to BS-19 who are drawing any of the following allowances: 

1. Fixed Anti-Corruption Allowance
2. CM's Secretariat Allowance
3. Governor's House / Secretariat Allowance
4. Design Allowance i. Architecture and town planners ii. Staff of Bridges of Directorate under C&W Department 
5. Non-Practicing (Architect Working in Design Offices of Architect Department / C&W Department)
6. Sessional Allowance (Law Department) 
7. Training Allowance (All Officers of MPDD Involved in training)
8. Special Allowance (Qualified Paramedic of Punjab Emergency and Ambulance Service) 
9. Special Allowance (Directorate General of DG, Protocol)
10. Special Allowance (Office of Prosecutor General, Punjab and District Setup) 
11. Special Allowance (District Attorneys, DDA & ADA) 
12. Prisons Allowance (Officers and Officials of Prison Department) 
13. Special Allowance (Staff of Highways Patrolling Post)
14. South Punjab Secretariat Allowance 
15. Police Administrative Allowance
16. Special Allowance-2009 Officers / Officials of Secretariat Departments

In case of any ambiguity regarding admissibility of Special Allowance-2021 vis-à-vis some other allowance(s), the concerned District Accounts Officer may refer the case to Finance Department through Chief Inspectorate of Treasuries on case to case basis for further clarification / guidance.
