SEEKING CLARIFICATION REGARDING GRANT OF SPECIAL ALLOWANCE 2021 BY DAO, ATTOCK

The District Accounts Officer (DAO), Attock seeking clarification from the Chief Inspectorate of Treasuries and Accounts, Government of the Punjab, Finance Department, Lahore regarding grant of 25% Special Allowance.

The DAO, Attock requested to clarify that Special Allowance is only admissible to employees who are drawing their pay in the relevant basic pay scales along with only following allowances:

• House rent Allowance 
• Conveyance Allowance 
• Medical Allowance 
• Adhoc Allowances 2016,2017, 2018, 2019

While the employees in payroll jurisdiction of this office who are not drawing any cadre / specific allowances but they are drawing the specific allowance which are not mentioned in the list of allowances mentioned in the Para 2 of the subject letter such allowances are:

• A01224 Entertainment Allowance 
• A01216 Qualification Allowance 
• A01216 M.phill Allowance 
• A01270 Social Security Benefit 
• A0121N Personal Allowance 
• A01233 Hard Area Allowance 
• A01297 Inspection Allowance 
• A01238 Charge Allowance 
• A0120D Integrated Allowance 
• A01253 Science Teaching Allowance 
• A01208 Dress Allowance 
• A01207 Washing Allowance 
• A01226 Computer Allowance 
• A0122 Special conveyance Allowance 
• A01200 Fixed Daily Allowance

The DAO requested to clarify the matter of the admissibility of the subject allowance in case of the employees serving in the departments which not drawing any cadre / service specific allowance and are in receipt of any of the above mentioned allowance. 

The subject allowance has been granted with effect from 01.06.2021 while the payment is admissible in the financial year 2021-22. In this regard it is requested to clarify the matter that either the payment of 06/2021 of the subject to the entitled employees can be made through Payroll Adjustments under the budget arrangements of financial year 2021-22 or not?
